Ses quelque 40 000 habitants peuvent s\u2019auto administrer et ont interdit tout investissement \u00e9tranger chez eux. S\u2019ils accueillent volontiers les visiteurs et tirent une partie de leur revenu du tourisme, les Kuna ne sont ni envahis ni menac\u00e9s pas le tourisme qui en d\u2019autres endroits du globe prend parfois l\u2019allure d\u2019un safari humain. En 2011, le Panama s\u2019est engag\u00e9 \u00e0 ratifier la Convention 169 de l\u2019Organisation internationale du travail (OIT) relative aux peuples indig\u00e8nes et tribaux. Elle reconna\u00eet l\u2019aspiration des peuples indig\u00e8nes \u00ab \u00e0 avoir le contr\u00f4le de leurs institutions, de leurs modes de vie et de leur d\u00e9veloppement \u00e9conomique propres et \u00e0 conserver et d\u00e9velopper leur identit\u00e9, leur langue et leur religion dans le cadre des Etats o\u00f9 ils vivent \u00bb. C\u2019est \u00e0 ce jour le seul instrument contraignant de protection des droits des peuples indig\u00e8nes. En ratifiant ce texte, les Etats s\u2019engagent \u00e0 garantir de mani\u00e8re effective l\u2019int\u00e9grit\u00e9 physique et spirituelle des peuples autochtones vivant sur leurs territoires et \u00e0 lutter contre toute discrimination \u00e0 leur \u00e9gard. A ce jour, seuls 22 Etat l\u2019ont sign\u00e9, dont les deux voisins du Panama, la Colombie en 1991 et le Costa Rica en 1993. Selon l\u2019ONU, les populations autochtones constituent au moins 5 000 groupes humains repr\u00e9sentant 370 millions de personnes qui vivent dans plus de 70 pays.
